WASHINGTON — Lawmakers have agreed on legislation to extend expanded jobless benefits for the long-term unemployed through the end of the year. Laid-off workers would also continue to get subsidies to buy health insurance through the COBRA program.
The bill would also extend, for a year, about 50 popular tax cuts that expired in January, House and Senate leaders announced Thursday. The bill would be paid for, in part, by tax increases on investment managers and some U.S.-based multinational companies.
Lawmakers had been negotiating a provision that would spare doctors from a scheduled 21 percent cut in Medicare payments. They agreed to delay the cuts until 2014, when they will have to address the issue again. The bill would also provide $24 billion to states to help cover Medicaid costs.
The House could vote on the bill as early as Friday, with the Senate voting next week.
Delays in extending the tax breaks have left thousands of businesses unable to plan for their tax liabilities. Delays in passing a long-term extension of emergency unemployment benefits has forced thousands of laid off workers to live month to month with no certainty of income.
Unemployment benefits for many will start to run out June 2, unless Congress acts. The bill would extend unemployment benefits for up to 99 weeks in many states, at a cost of $47 billion.
“Provisions in this legislation will help companies and state and local governments spur job growth while also providing critical tax relief and economic assistance to American families who were hit hard by the recession,” said Rep. Sander Levin, D-Mich., chairman of the tax-writing House Ways and Means Committee.

“No more bailouts, no more greed, how many profits do you need?”
That’s been a signature chant of community organizers and Big Labor thugs who have stormed bank offices and financial executives’ private homes decrying corporate welfare over the past several months. But now that the federal government and a coalition of big banking interests are poised to bail out a crony Chicago bank with longtime ties to the Obama administration, Saul Alinsky’s avenging angels are nowhere to be found.
ShoreBank is a Windy City investment bank with all the right (or, rather, left) ties. Its stated progressive mission isn’t merely to make good lending decisions, but to engage in Barack Obama-esque social engineering to “create economic equity and a healthy environment.” The ShoreBank corporate slogan: “Let’s change the world.”
The company website features a video of Obama in Kenya championing ShoreBank microlending projects overseas. ShoreBank has also touted itself as a “green” bank from its founding days — promoting dubious carbon credit programs, subjecting new borrowers to eco-litmus tests (“we look at how you use water, how you recover water and clean it, how you use energy, if you produce clean energy, how you manage CO2, whether you are offsetting CO2 that your product produces, if you are using sustainably produced materials”) and encouraging customers to participate in “EcoDeposits” to “directly support the green agenda.”

The bill would extend the filing deadline for the existing tiers of emergency unemployment benefits — not to be confused with the creation of additional tiers — through the end of 2010. Under current law, that deadline will arrive at the end of May, threatening to lock hundreds of thousands of jobless Americans into their current tier of benefits without the option of reaching the next level.
The Baucus bill — which will be released jointly by the House Ways and Means Committee — also includes emergency funding to extend COBRA benefits, to prevent Medicare doctors from being hit with a huge pay cut June 1, and to extend a tax credit encouraging mining companies to promote worker safety.
Additionally, the bill would “increase or eliminate” the cap on the Oil Spill Liability Trust fund, which is currently $1 billion.

First and foremost, let me say that I am not anti-Hispanic.
Mexican culture is as essential to the United States as Black, Native, Asian, or Anglo culture. I am not anti-Hispanic; however, I am anti-poverty. The wave illegal immigrants to this nation have caused a ballooning effect in the number of persons living below the poverty line. This massive number wreaks havoc on state and local governments struggling to keep infrastructure and resources at sustainable levels. Quite frankly, they are overwhelmed with no help in sight from Uncle Sam.
Here?s my assessment you decide:
Public Education is in crisis. For years educators and school officials have been fighting trying to get reduce class sizes. Now federal mandates like ?No Child Left Behind,? have increased pressures on our education system to increase reading and math scores. Immigrant children are not educated in wealth school districts . They attend inner city schools. Many children are limited or non English speakers. As a result, most schools are in a place where they are competing, on one hand to get their students math and reading levels up to par, and on the other, to help students learn English. Blacks make up a large portion of inner city schools . Who suffers as a result?
I am appalled that prominent Black Leaders have not stood up and spoken on this issue . Are blacks who support Amnesty for Illegal Immigrants aware of the impact that it will have on the nation? Of any one minority group in America today, this effort stands to impact the black community the hardest.
The Bush Administration says that they do jobs that Americans won?t do. What jobs are those. Americans work in restaurants, hotels, and construction. Name the occupation I can show you a relative or a friend.
Lastly, poor communities have grown beyond capacity. Cost of living has skyrocketed wages have remained relatively low.
